Pirjo Koivukangas: The Finnish model of welfare cluster and its application in Oulu region

A cluster is basically defined as a combination of firms, where benefits are distributed among all participants as a mutual interaction, i.e. the totality is more than a sum of the parts . As an economic term, cluster is based on transaction cost theory. One of the basic ideas in clusters is a new conceptialization of market functions. One problem concerning transaction cost theory and Porterian cluster theory is that the voice of the customers is not heard.
